BFC is looking for dynamic individuals with experience as a Buyer II – Purchasing/Procurement , in the deep foundation/heavy civil industry. Reports to: Procurement/Purchasing Manager Location: Tampa FL / The Woodlands, TX – fully remote IS an option for highly qualified candidates who meet all the experience requirements. Position Summary: The Buyer II supports Bauer’s pre-construction and project execution teams by independently managing the procurement of materials, equipment, and subcontracted services for construction projects. This role extends beyond transactional purchasing and requires sound judgment in managing Request for Quote (RFQ) processes, bid analysis, supplier selection/evaluation, commercial negotiations, and compliance with project-specific requirements. The role requires balancing cost-efficiency with supplier reliability and fostering long-term vendor relationships. The Buyer II is expected to operate with minimal supervision and serves as a trusted partner to Bauer’s Tendering Managers, Project Managers, Engineers, and Operations personnel. Requirements: Key Responsibilities:

  • Independently source, evaluate, and procure construction materials, equipment rentals, and subcontracted services in support of preconstruction and active projects.
  • Manage the full RFQ lifecycle, including solicitation, bidder inquiries, clarifications, bid evaluations, and commercial recommendations.
  • Negotiate master service agreements, preferred pricing agreements, and purchase order terms and conditions.
  • Develop and maintain strong supplier and subcontractor relationships, including approved vendor lists and performance oversight.
  • Coordinate with project teams to forecast procurement needs and align procurement activities with project schedules.
  • Monitor market conditions, pricing trends, and material availability to support informed procurement decisions.
  • Prepare purchase orders, contract documentation, and procurement-related reports.
  • Verify supplier and subcontractor compliance with insurance, contractual, and project-specific requirements prior to award.
  • Coordinate logistics, lead times, delivery schedules, and site-specific constraints with suppliers.
  • Identify and resolve commercial issues related to pricing discrepancies, invoicing, scope gaps, and change orders.
  • Assist in the resolution of procurement-related claims or disputes, as required.
  • Support Management with the implementation of strategic initiatives.
  • Provide guidance and day-to-day support to junior procurement staff or purchasing administrators, as needed.

Key Qualifications:

  • Bachelor’s degree in Supply Chain Management, Business, Construction Management, or a related field.
  • Three (3) to five (5) years of experience in construction procurement, purchasing and/or contract management.
  • Experience using SAP Business One (SAP B1) - REQUIRED
  • Strong Excel proficiency.

Required Skills:

  • Strong understanding of purchase orders, service agreements, and commercial contract terms.
  • Proven experience with RFQ management, bid evaluation, cost analysis, and supplier negotiations.
  • Solid knowledge of construction materials, equipment, and supply chains.
  • Familiarity with construction insurance requirements and compliance review.
  • Understanding of construction project lifecycles, timelines, and interdependencies.
  • Strong written and verbal communication skills with the ability to work cross-functionally.
  • High attention to detail, strong organizational skills, and the ability to manage multiple priorities in a project-driven environment.

Preferred Skills:

  • Experience in the procurement of material, equipment, AND subcontracted services strongly preferred.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to adapt to changing market conditions and project requirements.
  • Demonstrated accountability and reliability in a fast-paced construction environment.
