Compliance Investigative and CMPP Support Contractor

Overview

The Compliance Investigative and CMPP Support Contractor shalldemonstrate progressive professional or para-professional experience. This experience isdefined as administrative, technical, legal or other analytical work that demonstrates the abilityto acquire the knowledge and skills needed to perform the duties of the position. Such experience includes familiarity with DHS policies, procedures, and systems.

Responsibilities

  • Analyze non-employment (non-EEO) related civil rights and civil libertiescomplaints related to, among other things, immigration detention and immigrationenforcement activity; airport security screening; law enforcement or intelligenceoperations; racial profiling and/or discrimination; inspection related to entry andadmissibility to the United States; excessive use of force, due process violations;restrictions on access to legal counsel; violations of First Amendment rights; and other allegations affecting civil rights or civil liberties.
  • Develop investigative plans, assist in conducting investigations, and providewritten and oral briefings to CRCL staff concerning allegations of abuse of civilrights or civil liberties.
  • Manage and investigate assigned complaints under the guidance of Compliancefederal employees.
  • Apply investigative skills to active investigations, including, but not limited to,interviewing techniques, interpersonal skills, document reviews, and reportpreparation.
  • Analyze and apply relevant civil rights law and policy to identify the relevance andweight of facts to complete investigations.
  • Provide written and oral briefings to Compliance Branch management and staff,write detailed draft letters and memoranda for supervisor review, approval, andsignature, and assist Compliance Branch staff in writing final reports andrecommendations.
  • Assist Compliance Branch management and staff in compiling necessaryinformation on complaint activity to meet quarterly and annual reportingrequirements.
  • Process incoming allegations in a timely manner and ensure data related tocorrespondence and complaints is thoroughly, accurately, and concisely enteredinto the database.
  • Assist federal staff to develop and review CMPP programs, policies, andprocedures to determine whether they meet departmental requirements.
  • Conduct research as directed by federal CMPP staff to support the CMPP Program(to include the CMPP Board and the CMPP Program Coordinator) as needed.
  • Assist to identify gaps in program services and shall work with federal staff torecommend methodologies and resources to develop and implement solutionsrelated to compliance.
  • Assist in the CMPP enrollment process and accurately tracking enrollment andoutreach data to share with the CMPP National Board and/or CMPP NationalBoard subrecipients, as appropriate.
  • Support and assist program managers with a variety of tracking mechanisms byreviewing reports and updating information contained in excel spreadsheets.

Qualifications

  • Knowledge of the American legal system and justice issues, including civil rights,criminal and/or immigration law, policies, and or procedures.
  • Knowledge of Federal government structure and processes, and an understandingof relevant constitutional, statutory, and regulatory provisions.
  • Legal writing and analytical experience.
  • At least three (3) years of related investigation and/or legal experience or aminimum of 2 years in program evaluation or similar professional field
  • Demonstrated substantive skills, preferably in social services, immigration policy,civil rights, or grant compliance.
  • Expert written and oral communication skills.
  • Experience in professional communication, both oral and written, with externalstakeholders on complex federal requirements.
  • Success as a highly organized self-starter, with attention to detail, meetingdeadlines, and experience in a team environment.
  • Experience with database technology, and with producing reports and analyzingdata.
  • Experience putting together evaluation reports and providing evidence-basedsupport for the conclusions.
  • Experience in planning, organizing, and supporting virtual and in-person meetingsto explain and understand evaluation needs.
  • Proficient in Microsoft Office, especially Word, Excel, Outlook and PowerPoint.
  • Demonstrated success as a highly organized, self-starter, with attention to detail,multitasking various priorities under deadline, and a customer-service orientedwork ethic.
  • Law degree preferred.
