JOB TITLE/GRADE: Budget and Programming Officer (Funds Management, Programming and Process Monitoring) TYPE OF CONTRACT: CST - II UNIT/DIVISION: PQB-P (GHQ Rome) DURATION: 6 months (home based) BACKGROUND AND PURPOSE OF THE ASSIGNMENT: As of January 2026, based on approved MP structure by the AED Operations, the Programme Cycle Quality and Budget Service (PQB) at WFP is a new, unified service enabling coherent, high-quality, risk-informed CSP implementation across the full programme and budget cycle with a focus on:

  • Better linkage between programme choices and financial realities to optimize resource use/manage risks.
  • CO support for budgeting and implementation (CPN, IPs, COMPs, Pipeline/NFR) from review to approval.
  • Predictable support for CSP budgets/grant lifecycle processes (BRs, closure, transfers, adv. repayments).

The Chief Budget & Programming Unit (PQBP) oversees 2 teams: Programming/Funds Management and Budget Field Support, both interacting closely to ensure best support to Country Offices for optimized use of Resources in support of CSP management. This role aims to address an urgent temporary capacity gap caused by an extended leave and an increasing number of support requests derived from new funding sources requiring considerable adjustments in the programming, management and transfer. The position will help address the coordination and prioritization of key actions carried out by the technical budget and programming team, ensuring quality assurance, guidance and support for effective client engagement with COs and cross functional stakeholders. The position will report to Chief Budget & Programming Unit (PQBP). ACCOUNTABILITIES/RESPONSIBILITIES: Funds, Performance Management, and Reporting

  • Advise COs and spending units on complex programming requests and the utilization of funds (appropriateness, timeliness, accuracy, etc.) while proactively engaging fund managers to implement recommendations and possible corrective actions that enable reporting against original budgets and approved funding proposals.
  • Coordinate the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, in close collaboration with CO and Global HQ counterparts as

required.

  • Monitor ongoing performance against budget for WFP operations, including Global Commodity

Management Facility, through various financial analyses and provide sound advice on budgetary adjustments as necessary to budget owners for optimal resource utilization and in adherence to available guidance and policies. Budget Planning and Management

  • Identify opportunities to develop and implement policies and procedures for budget and programming activities, with the aim of achieving objectives in compliance with WFP and functional strategies.
  • Guide and advise on budgetary adjustments for optimal resource utilization, coordinating inputs from various units and providing regular feedback to main stakeholders/COs.
  • Review and clear submitted funding proposals, making recommendations, when necessary, in close

collaboration with BPOs in the field, donor officers, and or the Activity/SO managers.

  • Coordinate CSPs/RBPs closure activities following up on outstanding actions with stakeholders

enabling the timely receipt and start of potential resource transfers. Leadership

  • Ensure internal business processes are documented, and training/capacity strengthening is performed for the team including the new onboarding of colleagues in the team.
  • Contribute and support recruitment processes
  • Supervise, guide a medium-sized team and increase expected level of operational support, acting as point of referral and second escalation point on more complex analysis and queries.
  • Where needed, co-lead the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines, participate in knowledge transfer activities in support of the facility and facilitate decision-making for the allocation of corporate stocks.

  • Coordinate data analysis efforts and innovatively develop reports, to meet varying requirements

and enable informed decision-making, ensuring consistency of information presented to senior management and external stakeholders.

  • Identify/contribute to opportunities to develop and improve systems, techniques, tools, processes and procedures to better monitor, manage and report on WFP budgets and resources.
  • Represent the unit at internal meetings/committees/working groups as required, to obtain and provide information from a budget and resource programming perspective.
  • Contribute to standard emergency preparedness practices, providing technical recommendations and

guidance and monitoring the management of financial risks.

  • Perform other relevant duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Timely and effective programming of Contributions for all CSPs worldwide is ensured and coordinated.
  • Programming requirements linked to specific donor contributions are addressed and met within corporate standards
  • Project closure and Resource Transfer Processes for approx. 18 CSPs are prepared, supported and

concluded within established corporate timelines

  • Donor financial reporting requests are addressed and contributed to in a timely manner (i.e;

USA/OCHA, BMZ, etc.)

  • CO support for resource optimization is performed in a proactive

manner QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced University degree in Business Administration, Statistics, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and professional certifications. Essential requirements: Extensive knowledge of CSP resource analysis and budgetary performance CO experience in Budget and programming and operations management. Strong technical knowledge of various processes and tools in place for the Budget and Programming function. Demonstrated collaborative work with cross-functional stakeholders. Proven ability and/or experience in financial analyses, dashboards, and management reports, as well as various WFP tools and systems, including WINGS and DOTS.
