[Remote] Senior Data and Digital Health Advisor, Consultant

Note: The job is a remote job and is open to candidates in USA. Palladium is a global company focused on creating positive impacts through various initiatives, including health and infrastructure. They are seeking a Senior Data and Digital Health Advisor to support the implementation of the Translating Data for Implementation (Data.FI) project, which aims to enhance health information systems and conduct data analysis to inform health programming decisions.

Responsibilities

• Work with project teams to advise, plan, develop, coordinate, and implement the programmatic workplan related data systems; ensure quality implementation of activities
• Lead data and digital health and digital public infrastructure (DPI) landscape analysis and readiness assessments to identify maturity, challenges, opportunities and provide recommendations across the enabling environment (policy, strategy, governance, infrastructure, architecture, applications and services)
• Assess workflow processes and data flows to support transition from paper to digital and develop effective communications and change management tactics and strategies
• Provide technical expertise for data exchange and interoperability platform design, implementation and operations, including shared digital services such as identity and registries (individuals, facilities, providers, etc.)
• Facilitate governance through stakeholder consultations, developing operational plans, supporting coordination and leading meetings, workshops and other events
• Work with the Directors of Digital Systems, to ensure guidance on best practice and industry standards are communicated to project teams; guide staff on technical implementation ensuring adherence to standards, industry best practices and key strategic guidance
• Complete other duties as assigned

Skills

• Master's in Data Science, Information Systems or similar degree and 10+ years of relevant work experience; PhD preferred
• Fluency in English
• Previous experience managing projects or activities that required high quality organizational, financial, or managerial skills
• Comprehensive understanding of information systems, primary health, Global Health Security and Early warning Indicators
• Experience developing information systems that integrate data from multiple data sources, along with the effective engagement of government ministries (or other relevant clients) responsible for the different data sources
• Experience supporting work implementing USG or other donor funded projects
• Excellent verbal and written communication skills
• Excellent interpersonal skills
• Excellent organizational skills and attention to detail
• Ability to train and coach staff
• Excellent time management skills with a proven ability to meet deadlines
• Strong analytical and problem-solving skills
• Ability to prioritize tasks and to delegate when appropriate
• Proficient with Microsoft Office Suite or related software

• Ability to work with a low level of supervision and as a part of a team when required
• Ability to travel and work in developing countries for extended periods of time if needed
