Business Development / Capture Manager – Federal Government Contracting

Cascade Tech is seeking an experienced Business Development / Capture Manager to support federal government contracting growth. This role will focus on identifying and qualifying opportunities, managing a BD pipeline, supporting capture strategy, coordinating teaming outreach, and assisting with RFIs, sources sought responses, and proposals. The ideal candidate has hands-on experience in federal business development, understands the government procurement lifecycle, and can help make practical go/no-go decisions. This is not a general sales role; we are looking for someone who understands GovCon opportunity research, teaming, capture, and proposal timing. Responsibilities include: Identify and qualify federal contracting opportunities through SAM.gov, GSA eBuy, GovWin, FPDS, agency forecasts, and other sources. Maintain a detailed pipeline of qualified opportunities. Prepare weekly opportunity summaries, pipeline updates, and bid/no-bid recommendations. Research agencies, incumbents, competitors, contract vehicles, and procurement history. Identify and engage teaming partners and prime contractors. Support capture planning, win themes, and proposal coordination. Assist with RFIs, sources sought responses, capability statements, and proposal inputs. Build reusable BD and proposal content. Qualifications: 5+ years of federal business development, capture, proposal, or GovCon experience preferred. Understanding of RFIs, RFPs, sources sought, IDIQs, GWACs, task orders, set-asides, and teaming. Experience using SAM.gov, GSA eBuy, GovWin, FPDS, or similar tools. Ability to assess opportunity fit and recommend bid/no-bid decisions. Strong written communication, organization, and follow-up skills. Bachelor’s degree preferred but not required with strong GovCon experience. Shipley, APMP, PMP, or related training is a plus. Experience with GSA MAS, OASIS+, DHS, HHS, TSA, USCG, VA, DOJ, or financial management-related federal work is a plus. Work Location: Remote, with preference for candidates located in the DC, Maryland, or Virginia area. Compensation: 1099 independent contractor arrangement; rate negotiable based on federal business development/capture experience. Performance-based incentives may be considered.
