Data Governance Manager (Remote)

Resp & Qualifications PURPOSE: The Manger, Data Management is responsible for leading a team of technical data analysts with deep healthcare experience across multiple domains who support the data curation of complex data products and data transformation. This role combines technical and analytical expertise with leadership and critical thinking to develop high quality data assets that drive data drive decision making across the organization. ESSENTIAL FUNCTIONS: Data Management Oversight

  • Leads the team in deep data exploration and analysis gaining domain expertise.
  • Translate business rules into technical specifications to support data pipeline development.
  • Manage data lifecycle processes including acquisition, storage, transformation, and archival serving has de-facto data product manager for the enterprise data warehouse.
  • Manage Master Data Management process for several domains.
  • Enforce data quality standards, metadata management, and data lineage tracking in partnership with Data Governance and Engineering teams.
  • Ensure analytical outputs are accurate, timely, and aligned with stakeholder needs.
  • Partner with IT and Data Governance teams to implement data stewardship and master data management practices.
  • Manage industry and CareFirst specific reference data for enterprise usage.
  • Provide recommendations on business rules definition and data cleansing strategy.
  • Support data validation, data balancing and data integrity maintenance.

Team & Stakeholder Management

  • Supervise and mentor a team of data analysts and data stewards.
  • Foster a culture of continuous improvement, innovation, and collaboration.
  • Serve as a liaison between business units and technical teams to ensure alignment on data priorities.
  • Translate and communicate complex data concepts clearly to non-technical stakeholders.
  • Collaborate with cross-functional teams including data engineering, data architecture, data product management, application teams, enterprise architecture.

Technical Skills

  • Deep SQL and Data analysis experience with ability to provide hands-on support to the team.
  • Understanding of Data principles including general knowledge of data pipelines (batch and streaming), data analytics and overall data usage patterns.
  • Understanding of coding fundamentals and design principles to build high quality data products and enterprise data assets.
  • Develop metrics to measure and track data quality and data balancing.

QUALIFICATIONS: Education Level:

  • Bachelors or Masters degree in Data Science, Information Systems, Statistics, or a related field.

Experience:

  • 5 years of experience in data analysis, data management, or related roles, with at least 1 years in a leadership capacity.
  • Strong proficiency in SQL, Python, R, or other data analysis languages.
  • Excellent communication, project management, and stakeholder engagement skills.
  • Exceptional problem solving skill and critical thinking skills.
  • Experience with data governance frameworks and tools (e.g., Collibra, Informatica, Alation).
  • Familiarity with cloud data platforms (e.g., Azure, Snowflake).

Preferred Qualifications:

  • Certification in data management or analytics (e.g., CDMP, CAP, or equivalent).
  • Experience in regulated industries (e.g., healthcare, finance, government).
  • Knowledge of data privacy laws such as GDPR, CCPA, HIPAA.
  • Familiarity with Agile methodologies.
  • Experience in HealthCare Industry, Payor and Blue Cross Blue Shield preferred.
